On this day, the 19th of May 2025, we the leadership and people of The Municipality of Tinian and Aguiguan forever enshrine this $100 U.S. dollar bill as the perpetual reserve for the first fully-reserved, fiat backed stable token issued by a public entity in the United States. We dedicate this achievement to the the people of the Commonwealth of the Northern Mariana Islands, especially our youth and future generations, and to the unbroken lineage from the original Bitcoin codebase established by Satoshi Nakamoto.

For U.S. territories, the new law [The GENIUS Act] provides both regulatory clarity and unique competitive advantages as they explore digital finance opportunities.
